Fix 4689527: Improved curation for Recents + misc cleanup

This sets a threshhold for both the curation animation as well as the
snap back animation.  It now limits these to 500ms and 250ms, respectively.

Cleaned up misc log spew.

Updated after review.

This fixes a bug where the phone thumbnail scale was being miscalculated
for the square aspect of thumbnails on phones.  The code now constrains
thumbnails to fit the smaller of screen width and screen height.

Fix 4689527: Update Recents

Fixed layout in landscape mode where recents only filled half the screen
because "match_parent" in the layout was being ignored. The fix is to
have a temporary ViewGroup as the parent to ensure the layout parameters
are valid.

Changed to solid 70% opaque background on phone.

Removed "dismiss" chevron from phone layout.

Removes glow on phones.

Add the "debug.jni.logging" property so third-party developers can debug their JNI problems.

This turns on the super-verbose but indispensible logging of all native method
calls and all calls to JNI functions (for third-party code only). In particular,
if you have a local reference bug, you can search for the reference given in
the crash and see exactly where it came from. In every case I've seen so far,
that's pinpointed the bug exactly.

Bring back ERI into CDMA-LTE mode

Use ERI mechanism for roaming determination in CDMA-LTE mode.
Also display SPN name from CSIM card as "SPN" field in the status bar.
PLMN field will be derived from ERI text as done in original CDMA phone.

Updates for action menus

Sync with UX designs for action menus in split action bar mode.
Layout is now based on a grid cell scheme.

Tweak action menu item layouts.

Fix some bugs with drawing LinearLayout dividers.

Rename config resources to follow convention.

Action bar menu items now show text in ALL CAPS. This is done in a
locale-dependent manner, but if it produces problems in specific
locales the config resource config_actionMenuItemAllCaps should be set
to false for that locale.
