Adjust services robotest makefile

In preparation for transport-related tests needed to make those fixes so
that Mockito annotations would work.

1. Switched from mockito-target-minus-junit4 to
mockito-robolectric-prebuilt. Otherwise we would get dexcache == null
error (similar to
https://groups.google.com/a/google.com/forum/#!topic/robolectric-users/gV0_59Kj2ME/discussion)

2. Removed unused frameworks-base-testutils because it included the
ill-suited mockito dependency (as per 1).

3. Tidied up by moving test dependencies to actual test target.

Split NotificationGutsManager out of StatusBar.

This CL introduces NotificationDisplayer, which is an interface
abstracting the notification displaying related functionality of
StatusBar. This is the first CL in a series of refactoring CLs breaking
up StatusBar into re-usable components. In order to keep the code
reviews a reasonable size I've had to leave a few TODOs. For example,
later I plan to pull out an interface from NotificationStackScrollLayout,
which NotificationGutsManager (and others) would use. But, then
everything would end up being pulled into the same CL so for now it's a
TODO.

Allow blocking calls when protected against ANRs.

ContentProviderClient has a nice setDetectNotResponding() method
that detects hanging calls to remote providers, and it can trigger
an ANR to kill the app and release the blocked thread.

We typically don't want to perform blocking calls from the system
server, but we're okay allowing them on CPCs that are using
setDetectNotResponding() to watch for hung clients.

Remove add slippery flag to nav bar when connected to launcher service

Added a listener for OverviewProxyService to get updates when the
service is connected to the launcher so that the nav bar can toggle the
slippery flag to allow more touch inputs after dragging out of the it.

Android Instant Apps in its current iteration does not use namespaces,
but due to limitations on the Android resource runtime, needs to make
it look like it does.

This is due to a bug that treats any package ID that's not 0x01 or 0x7F
as a shared library. Shared libraries require unique package names.

As a workaround, and since Android Instant Apps can not have a feature
depend on another feature, we can alter the resource package name of a
feature split just before writing it out to disk. This avoids using a
unique package name while linking, thereby avoiding namespace issues.

Tracks isolated uid's and their parent uid.

We push events from BatteryStatsImpl if an isolated uid is added or
removed and we have a custom rule in statsd to use these events to
update our uid map. In the future, we need to use this map to
convert all incoming uid's to their host uid.

Test: Added unit-test to UidMap_test.
