Fix artifact with clipped webview content

We were incorrectly calculating the webview viewport in cases
where the viewport was clipped. We now pass down null for the
viewport, which is an indicator for the native code to noop
drawGL calls with a null viewport.

Fix bug 3395289 Use MODE_IN_COMMUNICATION to evaluate stream vol changes

When the user is in a phone or VoIP call, the volume keys should
 control the STREAM_VOICE_CALL volume. Before MODE_IN_COMMUNICATION
 was introduced to cover VoIP use cases, having an active VoIP call
 was determined by checking whether there was any track used the
 output stream STREAM_VOICE_CALL, which can give false positives.
This CL checks instead against the audio mode to see if
 MODE_IN_COMMUNICATION is selected to determine if a VoIP call
 is in progress.

This implies that applications that play on STREAM_VOICE_CALL
 shouldn't rely on that fact alone to expect the volume keys
 to control the STREAM_VOICE_CALL volume, and should instead,
 rely on the official mechanism for that:
   android.app.Activity.setVolumeControlStream(int)

Tapping the ticker again activates the notification.

(Previous behavior: the tap would pass through to the clock,
which would open the shade. Only sometimes it wouldn't,
because you'd have hit the left-hand-side of the ticker
where there's no clock underneath. So this fixes that too.)

Additionally, tapping the ticker will now immediately
dismiss the ticker.

Fix data network type notifications.

These trackers have two copies of the network type: newSS and newNetworkType.  I think thats wrong,
but this was the smaller change on code that will hopefully be refactored soon.

On radio_off we were making a new, empty newSS but not clearing newNetworkType so it
still thought we were on 3G and when we reconnect and get 3G state changes new==old and we don't
send the update.  In this fix I reset newNetworkType every time we apply it to networkType.

we mark to do a full relayout pass later to try to get a new good surface.

Also fix some bugs in how activity manager was classifying processes for
their OOM adjustment to make better choices in what to kill.

Fix NPE with display lists when view not attached

There was logic in ViewGroup that assumed that an accelerated
view must always be able to get a display list for any child
that it was drawing. One situation occurred, however, that
caused a problem with this - a contacts activity was started
and not yet attached, but was being asked to render into an
accelerated canvas. We assumed that the child would have a display
list and simply called getDisplayList(). But since that call
returned null, we later deref'd the null object.

The fix is to check whether a child can have a display list
instead of assuming that it can just because the container view
is accelerated.

Refresh the list of preloaded drawables and color state lists

Bug 3266751

The boot time is 43 compared to 44 seconds, which is within the precision of the measure.

Starting 15 activities in a sequence takes 20-24 seconds with the old version and 17-18
seconds with the new pre-load (12/13 when ran a second time, all apps being loaded).
The standard deviation is high, but it seems consistently better.

Fix gmail crossfade artifacts.

Display lists could not handle custom views that did their
own draw dispatching, as is the case with gmail. This fix makes that
possible and display lists handle this case robustly. Now the
crossfade works because the display lists contain the right content.

The calendar view widget was jumping incorrectly to the next week
while selectiong the last day of the week.

The NumberPicker widget was getting into an inconsitent state when
reaching the end of the range (non wrapping selector wheel) and
the user touches the location of the hidden increment/decrement
button.

Fix 3388705: Explicitly check for low battery level

This fixes a bug in StatusView believed to be caused by
seeing "invalid charger" update from BatteryService.

The code normally relies on "interesting events", as determined
by KeyguardUpdateMonitor.  I believe something else is
triggering an update (perhaps a SimStateChanged event) that updates
the status without also updating StatusView.mShowingBatteryInfo
and mPluggedIn.

The safer way to do this is to explicitly check the battery
level before telling the user the device needs to be charged.
