Distingush SIM NOT_READY from ABSENT when radio is off

The old code reported the SIM status as NOT_READY if the radio
state was OFF or UNAVAILABLE.

Some VTS tests fail if the reported status is NOT_READY when the
test expects ABSENT. If the radio state is not ON, try to get more
SIM status and report a more precise result.

Test: VtsHalRadioV1_0Target no longer reports "expected 0 (ABSENT), got 1"
