libalsautils: moved to vendor partition

Generic AOSP system image doesn't need libalsautils, so move
it to vendor partition in case vendors use it.

Bug: 37117855
Test: Build it with "vendor: true," and make sure it's actually
moved to vendor and also boot successfully on Sailfish.
