android: add llvm/Config/abi-breaking.h header for host and device

Fixes the following building error:

external/llvm/include/llvm/Support/Error.h:21:10:
fatal error: 'llvm/Config/abi-breaking.h' file not found
         ^~~~~~~~~~~~~~~~~~~~~~~~~~~~
