This patch is a snapshot of changes to ja.po in coreutils 8.16.
It will be feedbacked to the upstream thru Translation Project.

GNU_coreutils: Define a Makefile target to compile PO file.

If ja.po in coreutils source tree, this target generates ja.gmo
and copies it to source/locale/LC_MESSAGES/coreutils.mo.
By doing this, changes in ja.po are automatically incorporated into
translated help2man manpages.

The current status is as follows:
* All of help2man.ja/*.x have been translated.
* Some help messages are not translated yet. Therefore some manpages
  have untranslated sentences.

Translation flow for coreutils is a little tricky, so I wrote README
to describe the situation.

Deploying the source code is done in Makefile in the top dir.
Makefile in help2man.ja now dedicated to generate manpages by help2man.

The Makefile removed by this commit is prepared for po4a environment.
