Some draft pages dropped from LDP man-pages are not cleanup properly.
Some of such pages include '引き数'. This commit replaces such ones.
Note that these pages need to be clean up later.

Previously sed and rm commands are specified using abspath,
but abspath of these commands may vary depending on platforms.
At least "sed" is located at /usr/bin/sed in MacOSX.
JM-release.sh is just used to copy draft manpages to release
directory and it would be nice if the script works on more platforms.

GNU_autoconf,GNU_automake,GNU_m4,GNU_which,meson: Avoid build errors by simplifying the Makefiles.  Delete po4a.mk's since need anymore.
